Auto-format (line width 100, import sort) across source and ignore
drizzle migration meta + *.gen.ts so the lint gate has a green baseline.

Runs on push to main + PRs: pnpm install, biome lint/format, turbo
check-types across the monorepo. Build + integration smoke deferred
to a second iteration (smoke needs a Postgres service).
